A specific definition - and why it matters at the contracting desk.
SDVOB is not a self-declared status. It requires documented service-connected disability, majority veteran ownership, day-to-day veteran control, NYS business presence, and ongoing recertification. The result is a verified procurement path agencies can rely on.
Service-disabled veteran ownership and control
At least 51% owned by one or more service-disabled veterans, with day-to-day operational control. Verified at certification and on each recertification cycle.
NYS significant business presence
Registered with the NYS Department of State, conducting meaningful business activity within New York. Not a shell entity registered solely for the certification.
Small business under NYS rules
Meets the small business size standards established for the NYS SDVOB program. Listed in the public SDVOB Directory once certified.
Recertification, not one-and-done
Certification is reviewed on a defined recertification cycle. Loss of qualifying ownership or control triggers immediate decertification.
Three documented routes - pick the one that fits your contract vehicle.
For NYS agencies, contracting with a certified SDVOB is procurement-friendly. The same certification enables federal subcontracting and teaming. Below is what each route looks like in practice.
Discretionary purchasing (NYS agencies)
Under NYS State Finance Law §163(6)(d), state agencies may purchase qualifying commodities or services from a certified SDVOB without a formal competitive process up to the applicable statutory threshold. The agency determines the method and must follow its procurement, notice, documentation, approval, responsibility, price-reasonableness, and aggregate-purchase requirements.
SDVOB participation toward agency goals
NYS sets a statewide 6% participation goal for SDVOB businesses. Awarding work to Silent Security Solutions, Inc. counts toward an agency's SDVOB utilization. Useful when an agency is tracking against its goal and needs a credentialed advisor it can defend at audit.
Sub to a prime - federal or commercial
For larger federal contracts, teaming with a prime allows us to deliver scoped advisory portions while supporting applicable small-business participation plans. Federal SDVOSB credit is not claimed while VetCert is pending. We'll execute teaming agreements, sign NDAs, and respond to bid questions through the prime.
Verified credential, smaller decision cycle, no vendor conflict.
The three procurement-officer pain points the certification addresses, in plain terms.
An audit-defensible award path
Working with a directory-listed SDVOB gives the contracting officer a documented, externally-verifiable basis for the award. The award path is explicitly contemplated in NYS procurement statute, not improvised.
Smaller decision cycle for qualifying work
For qualifying work, the agency may choose the State Finance Law §163(6)(d) discretionary-purchase path instead of a formal competitive process. A clear statement of work and fixed price can help the agency document scope and price reasonableness, but the procurement decision remains entirely with the agency.
Advisory only - no vendor conflict
Silent Security Solutions has no vendor partnerships, reseller agreements, or hardware/software incentives. Recommendations are not influenced by product margin. The deliverable is a written assessment - buyer-friendly procurement decisions, not a sales pitch.
