Public Sector Practice

Physical security and preparedness support built for public agencies.

Silent Security Solutions, Inc. supports state, local, K-12, higher education, and federal clients with facility-security assessments, preparedness planning, tabletop facilitation, and procurement documentation. We bring 30+ years of operational security experience and the agility of a small business, without hardware sales or vendor incentive conflicts.

Designed for the public-sector procurement reality.

Different buyers, different rules, same standard of work. Each audience has its own engagement model and contracting path.

State Government

NYS Executive Agencies, Authorities & Commissions

Certified NYS SDVOB. State agencies may use discretionary purchasing authority under State Finance Law §163(6)(d) for qualifying purchases within applicable thresholds. Agency procurement rules, documentation, public-notice, approval, and price-reasonableness requirements still apply.

Local Government

NYS Counties, Cities, Towns & Villages

Facility-security reviews, safety-policy support, and vendor-neutral advisory for access control, video, alarms, visitor management, and emergency notification. Familiar with NYS local procurement processes and General Municipal Law §103.

K-12

School Districts & BOCES

School safety planning, vulnerability assessments, and policy documentation aligned with NYS Education Department guidance and SAVE Act requirements.

Higher Education

Public Colleges, Universities & SUNY

Campus security program review, residential safety advisory, and Clery-adjacent documentation support for public institutions.

Federal

Federal Civilian & Defense-Adjacent

SAM.gov-registered. SDVOSB pathway in progress. Available as subcontractor / teaming partner to primes pursuing federal civilian and DoD non-classified work.

Authorities & Districts

Public Authorities, Library Systems, Special Districts

Independent physical-security and preparedness support for organizations outside the standard executive-agency procurement track.

Six service lines. Physical, practical, documented.

Silent Security Solutions provides physical-security and preparedness advisory. We do not provide cybersecurity consulting, staff guard posts, or sell hardware. Deliverables are written reports, documented recommendations, tabletop materials, and procurement support.

01

Physical Security Program Assessment

Independent review of facilities, perimeter controls, access practices, visitor management, alarms, video coverage, personnel procedures, and emergency coordination. The deliverable is a risk-ranked improvement roadmap.

02

Facility Risk & Vulnerability Assessment

Site walks, document review, and stakeholder interviews to identify and prioritize risks. Deliverable is a written assessment with practical, budget-aware recommendations - not a sales pitch for products.

03

Safety, Preparedness & Continuity Documentation

Drafts and reviews of physical-security policies, emergency action plans, continuity procedures, post orders, visitor management procedures, and site-specific SOPs.

04

Physical Security Technology & Vendor Selection

Independent advisory on access control, video surveillance, alarm monitoring, intercoms, visitor systems, and mass notification. We have no vendor partnerships that influence recommendations.

05

Tabletop Exercises & Emergency Planning

Facilitated tabletop exercises, plan reviews, and after-action documentation for active threat, severe weather, facility disruption, emergency response, and continuity scenarios.

06

Procurement & Acquisition Support

Technical assistance with physical-security and preparedness RFPs, RFQs, and statements of work. Spec reviews, evaluator support, and clarification responses help agencies compare bids on consistent requirements.

Why a NYS SDVOB makes procurement easier - not harder.

Working with a certified SDVOB unlocks specific procurement advantages for NYS agencies and supports federal small-business participation goals. The certification is real, current, and verifiable.

NYS SDVOB

Certified by NYS Office of General Services, Division of Service-Disabled Veterans' Business Development.

Service-Disabled Veteran-Owned ownership and control. NYS significant business presence. Qualifies as a small business under NYS program rules. Listed in the NYS SDVOB directory.

For NYS agencies, certified SDVOB status can support the statewide 6% utilization goal and may support a discretionary purchase under State Finance Law §163(6)(d). The contracting agency selects and documents the procurement method under its own rules.

  • §163(6)(d)Discretionary-purchase authority may apply; agency determination required

Four ways to put us to work.

Small contract, large contract, sole engagement, or teaming. We size the engagement to the procurement vehicle that fits the buyer.

Fixed-Scope

Discrete assessment

A bounded engagement - site assessment, policy review, tabletop facilitation - delivered against a written statement of work and a fixed price.

T&M Advisory

Time & materials

Ongoing physical-security and preparedness advisory billed against an agreed hourly rate card. Useful for programs that need bounded support without adding a full-time position.

Subcontract

Sub to a prime

Teaming with a prime contractor to deliver a scoped portion of a larger contract. Can support applicable small-business participation plans; federal SDVOSB credit is not claimed while VetCert is pending.

Agency Option

NYS discretionary purchasing

State agencies may purchase qualifying commodities or services from certified SDVOBs without a formal competitive process up to the applicable statutory threshold. The agency still controls the procurement method and must follow its documentation, notice, approval, responsibility, price-reasonableness, and aggregate-purchase requirements.
